When you right-click on the tray icon in your taskbar, the menu to your right will appear (initial settings shown.)

You are, of course, free to change the settings. Unless your server charges by the download, Prefetching should be checked, since this is the main benefit of Webcelerator. However, "Aggressive Mode" On or Off should be determined after an active period of use.

If you want to do some research on the web and you do not want the traffic in your cache, you can temporarily "Disable Webcelerator."
