  22. development costs, but the manufacturers.  Of course, all 
  23. the airlines and manufacturers involved were owned by the
  24. French and British governments, so his point stands.  If
  25. any private company tried such shennanigans, the officers 
  26. would answer to the stockholders, if not the courts.
