  22. Private companies are also bound by their own charters.  NASA's 
  23. charter restricts it to research and development.  Running an
  24. operational space transportation system is patently illegal.
  25. (Even NASA Administrator James Beggs admitted this, back in
  26. the days when NASA was still talking about selling the Shuttle
  27. to Boeing.)
