  21. I specifically used the word "designed" because such policies are not
  22. necessarily successful.  While you and Gary are needlessly rubbing in
  23. this point, you ignore my point.  World Bank policies are designed to
  24. provide a market for the industries in the developed world that 
  25. provide its funding.  To the degree that they are supposed to help
  26. common people these policies are trickle-down at best.  Such policies
  27. that purport to help the poor people in undeveloped countries are
  28. hardly collectivist any more than a capital gains tax cut is - 
  29. whether or not it does what is claimed by its proponents.
