  31. Red Hook Tenant Torres had descended several flight of stairs, gotten
  32. to the scene and bullets were still flying. They were drug war-lord
  33. bullets. Tenants allege that calls were still being made to 9-1-1
  34. with bullets being fired in the background. Now this should be very
  35. easy to check, as all calls to 9-1-1 are taped. How about someone
  36. listening to the tape's callers and background noise?

  38. Is drug dealing sanctioned by New York City Housing Authority big
  39. shots? Day time drug related shootings are common at both Red Hook
  40. and Queensbridge Houses.

  42. On December 6, 1992 the Queensbridge Tenant Council faxed NYC HA
  43. Chairperson Sally Hernandez-Pinero to say that a few hours earlier
  44. that the New York City Housing Authority Police had arrested someone
  45. who had been shooting from a window of 40-09 Vernon Boulevard.
  46. Hernandez-Pinero was asked:
  47.      "How come we never hear of these people who shoot from the roof
  48. tops, the windows and the street corners getting evicted?
  49.      Please see attached FRONT COVER story from one of the weekly
  50. newspapers regarding Queensbridge Houses. FIVE people were shot here
  51. in November!!!! The story highlights our latest homicide.
  52.      As you may know, we average one homicide every three months here
  53. at Queensbridge Houses. Don't you think that this is a little
  54. excessive?"

  56. NYC HA Chairperson Sally Hernandez-Pinero never responded and the
  57. next week Patrick Daly was killed in another dangerous project.

  59. Is NYC HA Chairperson Sally Hernandez-Pinero just looking the other
  60. way, or is she really ignorant of problems? One has to wonder about
  61. her capabilities.

  63. The National Hispanic Housing Council, while brandishing a charge of
  64. racism against HUD, was recommending that Hernandez-Pinero replace
  65. Kemp as HUD Secretary. Hernandez-Pinero was informed that the NYC HA
  66. is sending out racial questionnaires which are in violation of the
  67. Fourteenth Amendment's guarantee of equal protection under the law,
  68. the Sixteenth Amendment's guarantees of right to vote regardless of
  69. race and a 1967 US Supreme Court decision.

  71. Hernandez-Pinero was told regarding shootings and the racial
  72. questionnaires;
  73.          "Should you feel that things should stay the way they are,
  74.    it is not necessary to respond ..."

  76. And so it came to pass -there was no response from Chairperson
  77. Hernandez-Pinero.
