  13.     I need to get any info that is available regarding tenants rights
  14. withing New York City.  This is with regards to heat/hot water service,
  15. and what can be legally done if the landlord fails to provide such
  16. services......
  17.     I have already filed complaints with the NY Heat Complaint line, FYI....
