  28. Red Hook residents as well as residents of other New York City
  29. Housing Authority projects feel that the New York City Housing
  30. Authority is largely to blame for the shooting of Patrick Daly,
  31. principal of P.S. 15 due to negligence and perhaps direct involvement
  32. of some Housing Authority employees in drug trafficking.

  34. Criminals rule the roost at some projects such as Red Hook and
  35. Queensbridge Houses. This past summer when Red Hook Manager Mae
  36. Tannenbaum staged an "Anti-Crime" picnic at Red Hook, gun fire
  37. erupted at the picnic itself. At Queensbridge Houses in August 1990
  38. the New York City Housing Authority Police shamelessly told tenants
  39. to participate in "A march to take a bite out of crime"; so what
  40. happened? A child ventured out to march and was bitten by a drug
  41. dealer's pit bull! This was reported in the Long Island City Journal.

  43. In 1987 there was a "QUEENSBRIDGE ... VS DRUGS, CRIME" concert; so
  44. what happened? FIVE people were shot with one killed at the concert!

  46. The New York City Housing Authority knows more then they are willing
  47. to talk about! That's why they tamper with tenant organization
  48. politics.

  50. Let's stick for a moment to the Red Hook case of Principal Patrick
  51. Daly, 48.

  53. This happened in mid-day not too far from the management office. The
  54. incident happened at the back end of the center mall known as "No
  55. Man's Land." That this area has been given up to drug dealing in its
  56. entirety convinces tenants that only New York City Housing Authority
  57. employee participation makes it possible.

  59. Tenants allege that the New York City Housing Authority Police's main
  60. law enforcement thrust at Red Hook is in 8:00 AM checks of the
  61. employee parking lot for outdated inspection stickers.

  63. Tenants contradict those who say that Red Hook crime has gone down
  64. over the last few years by saying that what has really happened is
  65. that less people call 9-1-1. It's no wonder -tenants say that 9-1-1
  66. calls don't get much respect at Red Hook. Tenants have been told that
  67. 9-1-1 calls are prioritized by computer based on original 10-Code as
  68. input at the answering position and then units dispatched based on
  69. availability. Now the way it really is! If a unit is having a meal
  70. break or is checking the VIN number of an abandoned car shell, and a
  71. call comes over for "Man down", are the units in the area as likely
  72. to interrupt what they are doing at Red Hook as they would for a job
  73. in a White area? Tenants say that lives in the project are not as
  74. valued as lives in more upscale area.

  76. Specifically in the Patrick Daly case, tenants allege that over 15
  77. minutes elapsed before any emergency help arrived.

  79. UPI copy stated '"I asked him not to give up on me," said Torres, a
  80. former Marine and policeman, who told of bullets flying overhead even
  81. as he kept up the attempt to resuscitate Daly.'
