- Red Hook Shooting & the New York City Housing Authority

- Red Hook residents as well as residents of other New York City
- Housing Authority projects feel that the New York City Housing
- Authority is largely to blame for the shooting of Patrick Daly,
- principal of P.S. 15 due to negligence and perhaps direct involvement
- of some Housing Authority employees in drug trafficking.

- Criminals rule the roost at some projects such as Red Hook and
- Queensbridge Houses. This past summer when Red Hook Manager Mae
- Tannenbaum staged an "Anti-Crime" picnic at Red Hook, gun fire
- erupted at the picnic itself. At Queensbridge Houses in August 1990
- the New York City Housing Authority Police shamelessly told tenants
- to participate in "A march to take a bite out of crime"; so what
- happened? A child ventured out to march and was bitten by a drug
- dealer's pit bull! This was reported in the Long Island City Journal.

- In 1987 there was a "QUEENSBRIDGE ... VS DRUGS, CRIME" concert; so
- what happened? FIVE people were shot with one killed at the concert!

- The New York City Housing Authority knows more then they are willing
- to talk about! That's why they tamper with tenant organization
- politics.

- Let's stick for a moment to the Red Hook case of Principal Patrick
- Daly, 48.

- This happened in mid-day not too far from the management office. The
- incident happened at the back end of the center mall known as "No
- Man's Land." That this area has been given up to drug dealing in its
- entirety convinces tenants that only New York City Housing Authority
- employee participation makes it possible.

- Tenants allege that the New York City Housing Authority Police's main
- law enforcement thrust at Red Hook is in 8:00 AM checks of the
- employee parking lot for outdated inspection stickers.

- Tenants contradict those who say that Red Hook crime has gone down
- over the last few years by saying that what has really happened is
- that less people call 9-1-1. It's no wonder -tenants say that 9-1-1
- calls don't get much respect at Red Hook. Tenants have been told that
- 9-1-1 calls are prioritized by computer based on original 10-Code as
- input at the answering position and then units dispatched based on
- availability. Now the way it really is! If a unit is having a meal
- break or is checking the VIN number of an abandoned car shell, and a
- call comes over for "Man down", are the units in the area as likely
- to interrupt what they are doing at Red Hook as they would for a job
- in a White area? Tenants say that lives in the project are not as
- valued as lives in more upscale area.

- Specifically in the Patrick Daly case, tenants allege that over 15
- minutes elapsed before any emergency help arrived.

- UPI copy stated '"I asked him not to give up on me," said Torres, a
- former Marine and policeman, who told of bullets flying overhead even
- as he kept up the attempt to resuscitate Daly.'
