- US Ignored 1992 Embargo Against Haiti

- In spite of the unilateral embargo against Haiti instituted last
- year, the United States did more than $104 million worth of
- business with that country in the first seven months of 1992.
- Robert Geldbarg, an official with the US Department of State
- Office of Inter-American affairs, said the failure of the embargo
- was a shame for the White House, but that it did not function
- because it lacked the backing of the United Nations. France and
- some members of the Organization of American States ignored the
- embargo. Washington's policy toward ousted president Jean-Bertrand
- Aristide has been at best ambivalent. Some people in the US view
- Aristide as anti-US and anti-democratic. Others, however, feel
- that Aristide must be returned to the presidency of his country,
- having been elected in the first free elections in Haiti. (edlp
