I guess I am something of a search wimp, but I like to use Paperchase.
Since I do my searches at odd intervals, I find the very friendly and
fail-safe interface important.  I hope you intend to factor in the value
of the time of the searcher. I think that would make the actual on-line
search costs seem less important no matter which service you choose.  I
always tell people, "Imagine if you had to send me to three or four libraries
and I had to look through the stacks for the journals. What about the meals
you would have to buy for me and the time I would spend off on a tangent
because of finding an article that was even more  interesting than the
subject originally under consideration."
