- Both the first amendment to the US constitution and "amendment 2" place limits
- on what the government can do. But those limits are very different. The
- limits in the first amendment say, essentially, "the government cannot harass
- you". The limits in 2 say, "the government cannot prevent others from
- harassing you". There is a world of difference.
