  19. Sorry, but when the teachers are less than 50% of the school system
  20. employees I have trouble feeling much sympathy for the system.  Too
  21. many administrators and total waste.  The private school teachers in
  22. CA are almost 90% teachers.  They don't have anything to gain by
  23. bloating the bureaucracy, unlike the public schools.  The public
  24. schools have all the resources they need, they just need to stop
  25. pissing so much of it away.
