  9.  Description:
  10.  This command creates two help lines from a specified point tangential to
  11.  an indicated wire arc or circle. If the arc is such that the tangents do not
  12.  meet it, they will be drawn to points that are extensions of the arc. Two
  13.  smaller help lines perpendicular to the first help lines indicate the exact
  14.  point of contact with the true arc or circle.
  15.  Specify the point, select and confirm the arc.
