  9.     While no definitive case-law or legislation exists defining the liabilities
  10.     of System Operators, every SysOp should assume that they are as responsible
  11.     for their own  actions when running an electronic bulletin  board system as
  12.     they  would be for any other  action as a citizen of  the United States who
  13.     chooses to exercise  their right to freedom  of speech.  One of  the unique
  14.     features  of RBBS-PC is that  users have to  OVERTLY register themselves --
  15.     even when  the RBBS-PC is  "open" to the  general public.   This gives each
  16.     SysOp the opportunity to give every user "due notice" and require each user
  17.     to actively acknowledge such notice.  Every SysOp should consider the legal
  18.     issues, and provide proper notice to all callers.
