  38.    Trouble with this analysis is the "collective dose of TMI" is actually
  39.    unknown because the amount of radioactive material released is unknown.
  40.    The instruments at TMI were disabled during some releases and
  41.    off the scale during others.

  43. Presumably there is a rather solid ceiling on the total collective
  44. dose from TMI as the total inventory of the reactor is
  45. known and we have a pretty good idea how much was not released.
  46. As there is a factor of 1000 room for error before one can avoid
  47. concluding the entire US mortality rate is due to radiation exposure,
  48. that would indicate fairly well that something is wrong.
