  31. It was a DECLINE in public morals, because the result was a dramatic
  32. increase in STDs, including the emergence of AIDS from an obscure, unknown 
  33. disease to one that kills tens of thousands of people a year; a 
  34. dramatic increase in unwanted pregnancies, which even if you have
  35. no moral concerns about it at all, you must admit it is a terribly
  36. inefficient form of birth control; dramatic increases, especially in
  37. the ghettos, of illegitimate children without a stable family, and
  38. as a result, an enormous number of women and children dependent on
  39. AFDC.  That's not a DECLINE?
