- The statement DOES apply to the large number of cases under the current law
- where the children _were_ illegitimately-conceived, and the custodial parent
- _does_ rely on the non-custodial parent's child support payments in order to
- maintain a minimum standard of care for the child. The friction and pressure
- between the custodial and non-custodial parents in THAT situation should be
- eased.
