  36. The statement DOES apply to the large number of cases under the current law
  37. where the children _were_ illegitimately-conceived, and the custodial parent
  38. _does_ rely on the non-custodial parent's child support payments in order to
  39. maintain a minimum standard of care for the child. The friction and pressure
  40. between the custodial and non-custodial parents in THAT situation should be 
  41. eased.
