- U.S. MARINE KILLED IN SOMALIA

- The U.S. Marine Corps announced today the name of the Marine who was
- killed in action in Mogadishu, Somalia on January 26, 1993. He was Lance
- Corporal Anthony D. Botello, age 21. His home of record was Wilberton, Okla.
- Lance Corporal Botello was assigned to C Company, 1st Battalion, 7th Marine
- Regiment, headquartered at Twentynine Palms, Calif.

- The 50th anniversary of the deaths of four Army chaplains who gave away
- their life preservers during the sinking of their transport ship during World
- War II will be commemorated with ceremonies in Philadelphia, Valley Forge, Pa.
- and Camden, N.J., Jan. 31 through Feb. 2, 1993.
-
- The "Dorchester", with 902 soldiers, sailors, coast guardsmen, merchant
- marines, and civilians aboard, was torpedoed by a German U-boat off the coast
- of Greenland on Feb. 3, 1943. The ship sank in less than 30 minutes, taking
- 672 men to their deaths. It was the third greatest loss of American lives in a
- single incident of World War II.

- Despite the chaos and panic, the chaplains -- a Catholic priest, a Jewish
- rabbi, and two Protestant ministers -- went about the listing deck comforting
- the wounded and encouraging others. When they realized there weren't enough
- life preservers, the chaplains gave theirs to other servicemembers and stood
- arm-in-arm in prayer as the ship slipped beneath the Atlantic.

- The four chaplains were First Lieutenants George L. Fox, a Methodist
- minister, who entered service from Gilman, Vt.; John P. Washington, a Roman
- Catholic priest, who entered service from Arlington, N.J.; Clark V. Poling, a
- Dutch Reformed minister, who entered service from Schenectady, N.Y.; and
- Alexander D. Goode, a Jewish Rabbi, who entered service from York, Pa.

- Events to commemorate the four chaplains' sacrifice will begin in Phila-
- delphia on Jan. 31 with ecumenical services and the Grand March of Fellowship.
- That afternoon, the Governor's Reception will be held at the New Jersey State
- Aquarium in Camden. On Feb. 1, in Valley Forge, Pa., the site of the new
- Chapel of the Four Chaplains will be dedicated. On Feb. 2, a memorial service
- and the Grand Parade of Colors will be held at the Pennsylvania Hall in the
- Civic Center followed by the annual Chapel of the Four Chaplains membership
- meeting, reception, and annual awards banquet at the Adam's Mark Hotel in
- Philadelphia.

- The 1993 Defense Advisory Committee on Women in the Services (DACOW-
- ITS) has announced the selection of the 1993 executive committee. The DACOWITS
- Chair selects the executive committee from second and third year DACOWITS
- members. The executive committee is composed of the chair, vice chair and
- chairs and vice Chairs of the three subcommittees (Forces Utilization, Career
- Opportunities, and Quality of Life). The new members and their assignments are

- During the semiannual conferences the executive committee reviews
- issues and assigns to the appropriate subcommittee new agenda items to be
- introduced to the full committee; approves the rationale for recommendations,
- requests for information, and continuing concerns that will be forwarded to the
- full committee; and reviews issues provided by subcommittees and ensures that
- the intent is clear and adequately reflected in the proper format prior to
- forwarding to the full committee.

- In addition to the semiannual conferences, the executive committee meets
- quarterly at the Pentagon. These meetings are held to review interim issues,
- service responses to recommendations, requests for information, and continuing
- concerns made at the previous semiannual conference.
-
- The DACOWITS is composed of approximately 36 members who are prominent
- civilian women and men from throughout the United States representing profes-
- sions, industry, and public service. Members are appointed by the Secretary of
- Defense for a three- year term, without compensation.
-
- The committee was founded in 1951 by Secretary of Defense George C.
- Marshall during the Korean War to assist the Department of Defense in the
- recruitment and retention of Servicewomen. During the ensuing 42 years, the
- committee has provided useful advice to the Secretary of Defense on policies
- relating to the effective use of women in the Services.

- The Department of the Army announced today the Record of Decision for the
- final Environmental Impact Statement (EIS) assessing realignments for the Army
- Research Laboratory at Aberdeen Proving Ground, Md.
-
- On July I, 1991, the President's Commission on Base Closure and Realign-
- ment recommended that the Army realign to Aberdeen Proving Ground the research
- and technology functions from the U. S. Army Materials Technology Laboratory in
- Watertown, Mass.; the materials elements basic research and exploratory
- development functions from the Belvoir Research, Development and Engineering
- Center at Fort Belvoir, Va.; and the U. S. Army Research Institute's Manpower
- and Personnel Integration function, in Alexandria, Va.

- These functions will consolidate to form the new Army Research Laboratory
- at Aberdeen Proving Ground. The laboratory will be located near the existing
- Ballistic Research Laboratory, the Human Engineering Laboratory and Chemical
- Research, Development and Engineering Center. This realignment of research
- functions will provide the Army with a consolidation of interdependent efforts
- at one installation.

- The Army also is implementing additional realignments to Aberdeen Proving
- Ground of the nuclear survivability assessment functions from the Adelphi
- Laboratory Center, Adelphi, Md., and management information research from the
- U. S. Army Institute for Research in Management Information, Communications and
- Computer Sciences, in Atlanta, Ga.

- Realignment of these functions is scheduled to occur between January 1995
- and July 1997, with no adverse environmental impact expected to result from
- these actions.
-
- The realignment of research and technology functions and concurrent
- establishment of the Army Research Laboratory constitutes a legal transfer of
- function, and impacted employees will be legally entitled to accompany their
- work in accordance with federal personnel procedures.
-
- The final EIS addresses the socioeconomic and environmental impacts of the
- realignment of research and technology functions to Aberdeen Proving Ground.
- Aberdeen Proving Ground will receive six military and 222 civilian positions
- from Watertown; one military and 38 civilian positions from Adelphi; 40
- civilian positions from Fort Belvoir; and three military and 27 civilian
- positions from Alexandria.

- being awarded a $12,048,312 modification to an $85,699,680 indefinite deliv-
- ery/indefinite quantity firm fixed price time and material contract for a Major
- Command Telephone Modernization Program (MTMP) digital switching system for
- Fort Huachuca. Work will be performed in Needham Heights, Massachusetts, and
- is expected to be completed by January 31, 1995. Contract funds will not
- expire at the end of the current fiscal year. There were 65 bids solicited on
- August 10, 1990, and 1 bid received. The contracting activity is the U.S.
- Army Communications and Electronics Command, Fort Monmouth, New Jersey
- (DAAB07-91-D-E092).

- McDonnell Douglas Helicopter Company, Mesa, Arizona, is being awarded a
- $5,469,530 firm fixed price contract for 361 feeder assemblies in support of
- the M242 25mm automatic gun. Work will be performed in Mesa, Arizona, and is
- expected to be completed by November 14, 1994. Contract funds will not expire
- at the end of the current fiscal year. This is a sole source contract initi-
- ated on June 17, 1991. The contracting activity is the U. S. Army Armament,
- Munitions and Chemical Command, Rock Island, Illinois

- Allied-Signal Aerospace, Garrett Auxiliary Power Division, Phoenix,
- Arizona, is receiving a $7,516,166 modification to cover the exercise of
- Option 1 of the basic contract to provide four additional Universal Jet
- Aircraft Start preproduction units and technical data. Work will be performed
- in Phoenix, Arizona, and is expected to be completed by January 1994. Contract
- funds will not expire at the end of the current fiscal year. This contract was
- competitively procured with 60 bids solicited and three bids received. The
- Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the

- Textron Lycoming, Stratford, Connecticut, and Tiernay Turbines, Phoenix,
- Arizona, as a team, are receiving a $6,698,250 modification to cover the
