  17. Here is what the 10th edition of the Encyclopaedia Britannica says--
  18.   In 1784, NC offered to cede her western territory to the U.S.  The
  19. inhabitants feared that they would be left without any government and were
  20. mad that NC would cede them away without their consent.  They began to
  21. form a new government, meanwhile NC repealed its offer of cession.  The
  22. westerners, by 1785 finished organizing the State of Franklin, elected
  23. Sevier governor, and sent a delegate to Congress to request admission
  24. as a state.  Four counties were created.  NC was very diplomatic, repeated
  25. its repeal of the cession and remitted the taxes which the Frankliners
  26. hadn't paid since 1784.  Consequently, when Sevier's term expired, no
  27. sucessor was elected, and the State of Franklin died (Congress had 
  28. refused to admit it also).
  29.    After his term had expired, men under Servier's command massacred
  30. some Indians and provoked a war in which Sevier took part.  He was
  31. arrested by NC, partly for his role in the S. of Franklin and partly
  32. for the Indian massacre, but he escaped.  (This is in 1788)  In 1789,
  33. he served in the NC senate, and in 1790-91 in the U.S. Congress from
  34. NC.
  35.    In Feb 1790, NC again ceded its western land to the U.S., and in
  36. May 1790, the "Territory South of the Ohio" was organized.  And TN
  37. became a state in June 1796.  Sevier was the first governer, serving
  38. from 1796-1801 and 1803-09, again in the U.S. House 1811-15.
