- John is perfectly correct in stating that the first $50 of AFDC goes
- to the CP. (That is a federal regulation.) He is not correct in
- stating that there is a requirement (and a sanction for failure) that
- the CP name the NCP. While it is true in a few states by state
- regulation that a CP is asked to name the NCP, as of fall 1991 when
- I researched state statutes and regulations IT WAS NOT REQUIRED OF and
- THERE WAS NO PENALTY FOR the mother to name the father in most of the
- jurisdictions. (51 or 52 out 54 had no penalty for not naming.)

- Just over 60% (1.82 million out of 3.01 million in 1989) of
- single un-married mothers DO NOT HAVE ANY CHILD SUPPORT ORDER against
- the father, despite the carrot of $50.
- There is no stick. I personally think there should be. There has
- been in most of the european countries for several years now.
