  14. Hi.  A friend of mine is in a deep depression and has went to
  15. psychologists for help, and they have said that she needs to be
  16. sent to a place called "Charter".  What is Charter?  She has told
  17. me that its a place that has high fences with spikes on the top and
  18. once you're sent there its hard to get out.  She also said that you
  19. have to wear their clothes (that are like jail clothes) and you cannot
  20. have any visitors, not even your family.  And no phone calls or mail
  21. either.

  23.    Is all of this true?  Suppose her parents did send her there.  What
  24. are her chances of getting out?  And why do they shut out their
  25. patients from the outside world like that?  (if its true)  Any replies
  26. would be greatly appreciated.
