  21. I think it has an important place.  How do you fund it?  How do you encourage
  22. people to use it?  The best answer to both questions, IMHO, is a gas tax. 
  23. It is only one small part of a complete energy policy, however.

  25. If anyone else has a better idea for pursuing public transit, "I'm all ears".
