Dunno - I think my youngest's child care providers are underpaid.
They're paid by the hour they're in the classroom, they don't get prep
time paid, they do lesson plans and organize activities, and I have
never had a problem getting conference time.  These people make @ $8.50/hr.
with scrawny benefits.
