  33. This sounds very "urban legend"-like!  BMW service centers are authorized to
  34. perform work on the emission systems of all US models of their line.  This includes
  35. replacing the cat!  (they do this all the time).  Dealerships will sell you a new
  36. cat - for you to install yourself!  There is no law dictating who installs the component,
  37. only that the component be installed properly and that it function properly.

  39. If this is a true story, the owner of the car is a complete idiot for not fixing it 
  40. at the shop!   I suspect that there is much more to the story than a missing cat - like 
  41. maybe it was a euro-model that had been illegally imported - for this, they will crush
  42. the car.  For a missing  or defective cat (on an otherwise legal car) - I don't think so!

  45. it to Seattle without considering safety/emission standards!)
