  15. I live in Chelmsford.  I wouldn't recommend renting a house in Chelmsford if they have to commute to Rte. 128 or Burlington.  From 7am-9am Rte. 3 South is a parking lot and from 4pm-6:30pm Rte. 3 North is the same.  It is like this EVERY SINGLE DAY of the week except maybe Christmas.
