  21. As I understand it (from both recovering drug addicts and alchoholics),
  22. the people running the programs feel that the recoveree should NOT give up
  23. all vices simultaneously.  The theory is that quitting everything cold turkey
  24. will lead to an increased chance of failure.

  26. That's the rational.  I don't know if it's backed by studies, statistics,
  27. etc.
