  16. A central issue in the controversy over residential schools
  17. versus main-streaming is the needs of the individual students.
  18. Granted student rights under 94-142, many school systems--
  19. especially the poorer ones--cannot provide blind students with
  20. either properly trained teachers or material to provide an
  21. adequate learning environment.  If particular students need the
  22. intensive training available only in the residential schools for
  23. any portion--however small--of their elementary and secondary
  24. education, then that training should be available, even when a
  25. school district must underwrite the cost of sending students to
  26. such schools.  A neutral panel should determine whether these
  27. students should attend the residential schools, for local school
  28. districts will usually argue that they can meet the students'
  29. needs, placing their wish to save money above the students'
  30. needs.  There is currently a move in Virginia to force local
  31. school districts to pay a portion of the cost of sending children
  32. to the state's two residential schools.
