  12. If, in the opinion of the ems team (emt or emt-p), the online
  13. medical control physician, and the responding ems supervisor the
  14. patient is incapable of caring for him/herself, and their is no one
  15. else available to provide competent such care, the decision is made
  16. btw ems and PD (not at the field level) to take the pateint into
  17. protective custidity of the city - in which case ems will x-port
  18.
