  17.     Get out the traps.  Most likely it is either:
  18.  
  19.     A) a "service" that merely is a go between for the real card issuer (in
  20. which case the $39 is simply their fee)
  21.  
  22.     or
  23.  
  24.     B) an outright scam
  25.  
  26.     Most card issuers that I know of simply put the annual fee (if there is
  27. one) on the first month's bill.
