- Get out the traps. Most likely it is either:

- A) a "service" that merely is a go between for the real card issuer (in
- which case the $39 is simply their fee)

- or

- B) an outright scam

- Most card issuers that I know of simply put the annual fee (if there is
- one) on the first month's bill.
