  31. Respect for human rights be the goal of U.S. policy in Guatemala,
  32. and that the Administration's support the peace negotiations to
  33. promote democracy and human rights there.

  35. Specifically, the Clinton Administration should assist the peace
  36. and reconciliation process by offering its full support to
  37. guarantee the safe return of Guatemalan refugees from Mexico.

  51. Inform them that, according to the U.S. State Department, the
  52. Guatemalan "security forces are responsible for the vast majority
  53. of human rights violations."  Remind them that it is the
  54. responsibility of Congress to enact legislation that pressures
  55. the Guatemalan government and the military to respect human
  56. rights.  Urge that they support legislation that places the
  57. tightest restrictions on economic aid and prohibits the delivery
  58. of any form of military assistance, including pipeline aid and
  59. commercial arms sales.

  62. Mexico and that they notify the Guatemalan government of their
  63. concern regarding the lack of progress in the peace negotiations.
