  20. WESTERN MEDDLING TO BLAME FOR DIVISIONS BETWEEN CLANS

  22. SOMALI CLAN divisions are not "natural." Somalis share a common 
  23. language and religion.

  25. But the European powers sliced Somalia into artificial states as 
  26. part of their division of the world among themselves in the 19th 
  27. century.

  29. Tens of thousands of people were parcelled up and handed from one 
  30. power to another.

  32. Somalis were split between British Somaliland, Italian Somalia, 
  33. French Djibouti and Ethiopian Ogaden. Another group was 
  34. incorporated into Kenya.

  36. To break any resistance, the Western powers played on divisions 
  37. between people and created new ones.

  39. Loyalties to a local leader were built up by favoring one gorup 
  40. at the expense of others.

  42. "They may be made to hate each other and thereby good governance 
  43. is ensured," a British colonial administrator wrote.

  45. After independence in 1960, the British and Italians left behind 
  46. a system of government which further deepened clan rivalries.

  48. Every grouping that claimed a distinct identity could secure the 
  49. right to its own party and seats in parliament.

  51. The recent dictator Siad Barre rewarded clans which backed him 
  52. with jobs and contracts while others faced virtual genocide. 
  53.  
  54. Somalia's disunity comes form the manuevers of the Westgern 
  55. powers and the ruthless local ruling class which they backed.
