  14. On the other hand, with freely available ptf:s the situation which
  15. occured to me probably wouldn't happen. We had AIX 3.2.2 installed
  16. a couple of weeks ago. When I tried to compile ghostscript it
  17. crystalized a bug in the optimization in the xlc compiler. After
  18. asking on usenet, I was told that there is a patch that fixed this
  19. problem, and someone graciously let me download this patch by
  20. anonymous ftp.

  22. The really annoying part of the story is that the date of this
  23. patch is:

  36. Now, have a look at the date of this patch. That's right. August 1992.
  37. Why wasn't this patch incorporated in the upgrade to AIX 3.2.2 that
  38. I received two weeks ago? My conjecture is that IBM is too big and has
  39. too big a turnover time. The diffusion time of code from the programmers
  40. to the customer systems is far too long. IBM really need to cut down
  41. its bureaucracy, and make use of the fact that a large part of its
  42. customers are connected to internet.
