  15. This problem of windows coming to the forground when you drag an icon is part
  16. of a larger problem or WPS Option prefably.  A window should be able to take
  17. the focus without coming to the foreground.  The window focus should be 
  18. able to be different from the foreground window.  I think this would be a
  19. wonderful option for the workplace shell, and it would fix this problem of
  20. draging icons around.
