- I think you're confusing two publications. The _Federal_Register_ is
- where Federal agencies and such publish formal notices, such as
- NPRM's (Notice of Proposed Rule Making), and announcements of procurement
- solicitations (I've always loved that phrase).

- The official activities on Congress are supposedly recorded in a different
- publication, the _Congressional_Record_. I say "supposedly" because the
- idiots^H^H^H^H^H^H members of Congress can and all too frequently do edit
- or insert material which is completely at odds with what really happened.
