  18. I think you're confusing two publications.  The _Federal_Register_ is
  19. where Federal agencies and such publish formal notices, such as
  20. NPRM's (Notice of Proposed Rule Making), and announcements of procurement
  21. solicitations (I've always loved that phrase).

  23. The official activities on Congress are supposedly recorded in a different
  24. publication, the _Congressional_Record_.  I say "supposedly" because the
  25. idiots^H^H^H^H^H^H members of Congress can and all too frequently do edit
  26. or insert material which is completely at odds with what really happened.

  29. one you're looking for.
