  20. Our laws are made by congressmen who usually have no technical
  21. qualifications.  Our laws are enforced by lawyers and/or police
  22. who usually have no logical thought patterns at all (as if the
  23. congress ever does).  So, if a law says "thou shalt not export 
  24. such-and-such technology", these bozos will refuse to let you 
  25. ship it out - even back to its original source!

  27. Consider the infamous case of the Soviet reactor.  The Soviet Union
  28. (when it still existed) sent a nuclear power source of the kind they
  29. use in their deep-space probes to a technology exchange conference
  30. as an exhibit.  It was a *real* reactor, but without the nuclear
  31. material.  Well, the event ended and the Soviets wanted to ship the
  32. thing back home.  Our laws wouldn't let them do so.  It is illegal
  33. to ship such devices out of the U.S. - no matter *where* they came
  34. from.  I never did hear how that came out.

  36. In a world which contains Saddam Hussein and Mohamar Quadifi these
  37. laws make a certain amount of sense.  It is their application that
  38. often seems completely irrational.
