  13.  The policy in the original posting seems to amount to 1) review,
  14.  2) develop, 3) review.  In other words, after devoting the
  15.  considerable resources of the Opposition party to the problem
  16.  for years, they haven't thought of a single thing to _do_, and
  17.  the best they can come up with is a promise to spend more tax
  18.  money and fritter away more time on studying the problem some
  19.  more.

  21.  No particular attack on the Liberals intended.  I'm pretty well
  22.  convinced of the lack of the intestinal fortitude to take any
  23.  meaningful action by _any_ bunch of politicians in this country.
