  26. No doubt. The only thing I've been able to see is that Kevin is
  27. *constantly* arguing the side of logislation, without ever actually
  28. *proposing* any specific legislation. He apparently sees a difference
  29. between arguing in favor of legislation, and supporting that same
  30. legislation.
