  27. Although the title & opening paragraph claim the goal is to 
  28. "break the cycle of teen pregnancy", the rest of the article only
  29. talks about "supporting teen mothers" and "countering the negatives 
  30. of teen pregnancy"

  32. Sounds to me like what they're really doing is trying to make teenage 
  33. motherhood a more reasonable option, which is certainly a noble cause, but 
  34. I fail to see that they're doing anything about what the title suggests:
  35. *preventing* teen pregnancy.
