  25. As far as I know - no legality problem.  Wasn't there a Supreme Court
  26. ruling on this a few years back?  The Feds are free to distribute
  27. and withhold money for any reason they want.  This has recently been
  28. demonstrated with mandated drug testing of government contractors
  29. and abortion counseling gag order.  Other examples include seatbelt
  30. laws and the drinking age in each state.  That's why they're trying
  31. to make the whole country dependent on federal money - no need to
  32. answer to the Constitution.
