  30. only when it's safe to pull off.  Specifically,

  33.   On a two-lane highway where passing is unsafe because of 
  34. traffic in the opposite direction or other conditions, a slow 
  35. moving vehicle, behind which five or more vehicles are formed 
  36. in a line, shall turn off the roadway wherever sufficient area 
  37. for a safe turn-out exists, in order to permit the vehicles 
  38. following to proceed.  As used in this section a slow moving 
  39. vehicle is one which is proceeding at a rate of speed less 
  40. than the normal flow of traffic at the particular time and 
  41. place.

  43. As noted earlier, "slow moving" is independent of the legal speed
  44. limit unless most drivers obey the limit.
