  32. Complaining about socialized economies having strange costing rules
  33. is significantly differennt then stating that the russians
  34. use slave labor.    Certainly comparing DoD costs to Commercial sector
  35. costs to French Costs to Soviet Costs  to Chinese costs  is a difficult
  36. problem.

  38. I am certain that after the re-organization is done, we will discover russian
  39. costs are closer to ours,   but i believe they will be able to provide
  40. launch services cheaper then ours, due to their economies of scale.

  42. Hopefully DC-1 will still remain competitive against their sausage
  43. factory lines.
