  24. Competence, especially in something as complicated as medicine, is 
  25. not a yes/no situation.  It is not even a single number.  What is
  26. competence for an automobile mechanic?  If you merely want a lube
  27. job and an oil change, you do not want to pay a master mechanic,
  28. and you might not even want an engine tune-up specialist, who is
  29. great at that, to work on your car.

  31. Since we must make decisions without being able to have considerable
  32. experience with the "adept", we need information.  This information
  33. should come from assessment by those who are capable of judging the
  34. person, and again this information should be multidimensional.  But
  35. these must be people capable of intelligent judgment, not typical
  36. administrators or bureaucrats, who are incapable of thinking when
  37. a simple number is available.
