  27. Note that the popular phrase "life, liberty and property" was changed by
  28. Jefferson to "life, liberty and the pursuit of happiness."  Both
  29. Jefferson and Benjamin Franklin believed that private propert was the
  30. creation of the state and subject to the will of the state.  They
  31. were impressed with the Iroquois concept of land usage.  Of course,
  32. their opinion were not the majority at the time.
