  18. I think the plea has been quite consistently that the base line for
  19. discussion be informed and reasonable presentation of facts; 1. that
  20. lay contributors have both access and significant input to the debate,
  21. and 2. that a valid frame of reference can be established that expert
  22. contribution is effective in making the debate a substantial one.
