- I think the plea has been quite consistently that the base line for
- discussion be informed and reasonable presentation of facts; 1. that
- lay contributors have both access and significant input to the debate,
- and 2. that a valid frame of reference can be established that expert
- contribution is effective in making the debate a substantial one.
