- Charging for externalities is certainly a good idea, would help,
- and in the long run necessary, but it would be a mistake to think
- that that is sufficient, and in any case a long time off.
- Thus, we need a diverse set of policy mechanisms _including_
- charging for externalities, but not limited to that.
