- No, it is simpler than that. Japanese industrial policy is based on the
- history and culture of Japan. They are *different*. They really *have*
- to show that Japan, the collective, is ichiban, number 1. We should
- understand that, and take protective measures without shooting ourselves
- in the foot, as we have done so frequently in the past.
