  21. No, it is simpler than that.  Japanese industrial policy is based on the
  22. history and culture of Japan.  They are *different*.  They really *have*
  23. to show that Japan, the collective, is ichiban, number 1.  We should
  24. understand that, and take protective measures without shooting ourselves
  25. in the foot, as we have done so frequently in the past.
