  26. I worked for the last several summers in Grand Rapids, MN. and found these 
  27. things in a local novelty store under the name of "Snap n Pops" (I think 
  28. that the store was called Indian Joes Trading Post).  This suggests that 
  29. (at least in Minnesota) these are not considered fireworks.  I imagine that 
  30. you might find them in a local novelty/magic/joke store.  Also I am not too 
  31. familiar with the fireworks available in Wisconsin, but there are some nice 
  32. things sold in North Dakota and South Dakota.  In South Dakota, fireworks 
  33. are sold between 1-May and 31-Aug if you have an out of state drivers 
  34. licence.
