  23. Wouldn't it be more intuitive/easier to remember if the backwards progression

  28.         Good:   Sc, Sc, H,    VH,     In, ND    [remove an H]
  29.         Fair:   Sc,     H,    VH,     In, ND    [remove a Sc]

  31. This makes each level going down one less duplicate level than the one
  32. after it.
