- I thought that the police could only give out tickets on public
- property (roads and the like). If this was a private parking lot, as
- in a shopping center for example, they would be restricted.

- I was told once, after an accident in a mall parking lot, that the cop
- couldn't give the other guy a ticket for this very reason. Has the law
- changed?
