  32. I thought that the police could only give out tickets on public
  33. property (roads and the like).  If this was a private parking lot, as
  34. in a shopping center for example, they would be restricted.

  36. I was told once, after an accident in a mall parking lot, that the cop
  37. couldn't give the other guy a ticket for this very reason.  Has the law
  38. changed?
