  10. How can I connect to the FCC data base of users/freq. ?  This is not the 
  11. ham radio data base that is rather easy to find.  It is the base I can check
  12. into and get all the licensed user by zip code, county, whatever, this would
  13. include public safety, fire, medical, etc.  I am a scanner freak and need
