  20. That's true for the "Big Five" (rec, talk, misc, news and comp).  But not
  21. true for the other groups.  In 'alt' you discuss the creation in alt.config,
  22. and if you arn't flamed too bad, then you create a group (or don't discuss
  23. it at all... alt is the definition of chaos).

  29. I've never seen any rules for 'ne' groups.  So I guess we are on our own.

  31. I'd suggest discussing it for a few weeks in ne.general.  We can decide
  32. if we want a formal vote, a straw poll, or just a show of "hands".  If
  33. it's decided that we want to create a new 'ne' group, then we just send
  34. a newgroup message out.  We should then also inform one of the "official"
  35. keepers of the lists that the new group is real (not just some flako who has
  36. figured out the correct protocol).

  38. Of course, we will probably spend 1/2 of the time debating over the correct
  39. procedure.  :-)
